Women Accused of Abandoning Dogs and Cats in Edmeston Trailer

Two Central New York women are accused of abandoning several dogs and cats in a trailer with almost no ventilation or water.

New York State Police say 37-year-old Tamara Tophoven and 43-year-old Rebecca Tophoven, both of Edmeston in Otsego County, are charged with four counts of New York State Agriculture and Markets Law misdemeanor Overdriving, torturing and injuring animals/failure to provide proper sustenance.

The New York Troopers based at Richfield Springs were called to check on the safety and welfare of animals that were in an abandoned trailer on Taylor Hill Road in the Town of Edmeston on Saturday, July 2.

On arriving on the scene an investigation revealed several dogs and cats were living in squalor in the structure with minimal to no ventilation. There was no access to water and the animals were not receiving proper care.

Long-haired dogs were found with their coats filthy and matted and some of the cats had visibly apparent health concerns.

Troopers removed three dogs and five cats to the care of the Susquehanna SPCA in Cooperstown. The animals were checked out by the SPCA veterinarians and were surrendered to the agency in order to receive the care they needed.

According to a State Police news release, all of the dogs have been adopted but the cats are still looking for homes.  Anyone interested in helping can contact the SPCA at (607) 547-8111.

Meanwhile, the Tophovens were issued appearance tickets to report to Edmeston Town Court later this month. Each misdemeanor court of Overdriving, torturing and injuring animals carries a penalty of up to a year in prison and/or a $50 fine.
