In a few months New York voters will decide on a casino referendum to allow the state to build gambling casinos in New York.

In some circles pessimism has been replaced by optimism. James Featherstonehaugh, president of the New York Gaming Commission and panel member on the Saratoga Institute on Racing and Gaming law conference at Albany law school said he changed his mind and no longer is skeptical of the passage of the referendum.

He now believes the referendum will pass, citing privileged information he cannot share. The issue has been controversial since Gov. Andrew Cuomo presented the proposal early this year.
