Residents of the city of Norwich are upset with a proposed tax rate of 9.84 percent for 2013.

Residents turned out this week to a special meeting of the Common Council to voice their displeasure and ask city leaders to take additional measures to lower the rate. The city says it is justified in raising the tax rate to offset skyrocketing pension costs and keeping vital services for residents.

The city has been cutting back for many years and has now reached the point where they are operating at a bare minimum, they told Norwich residents.
