State comptroller Thomas DiNapoli has issued a report questioning the need for a proposed toll hike for truckers using the thruway.

DiNapoli said the proposed 45 percent increase could have damaging effects on businesses and consumers struggling to get out of a recession.

The business group Unshackle Upstate is calling for an outside audit before considering a rate hike.

Governor Andrew Cuomo disagrees, saying the toll hike is needed to keep the thruway sustainable. Despite both being democrats, Cuomo and DiNapoli have a cool relationship.
