There is a national warning about a new phone scam that has been reported in the Oneonta area and other parts of the country. Police say that the scammer usually starts the phone conversation by introducing themselves and their business, then asks "Can you hear me?" If you reply "Yes.", the scammer records your response and then claim to order products you never wanted. You are then threatened with legal action if you don't pay the bill.  They use the recording of your voice saying "Yes." to "prove" you ordered the products.

Do not comply!  Report the incident to the local authorities.  You can also visit the New York State Department of Consumer Protection to find out about other scams and to get information on avoiding being scammed and how to report an incident.
